Do yourself a favor - if you are sure you want uncleaned conis then look for slabbed and buy that way. the lower grades are tough to find slabbed unless they are keys or semi keys but the only way to be semi-sure they are uncleaned is to go slabbed.

I was told by the authority in SLQS that if he had a limited budget he'd go with low grade MS FH coins, slabbed, of course.

I would recommend finding two or three reputable coin dealers near where you live or will see regularly at local coin shows and let them assist you in completing this set. This way you can examine the coins in hand and also learn the nuances of the series which will make you a more knowledgeable collector. By all means do NOT use ebay as your primary source for your purchases, there are a few other web sites where you can find affordable SLQ's for sale by honest and reputable coin dealers who have no questions asked return policies if you need to make purchases online.
