What you stated actually makes more sense
because just looking at the half (both obv./rev.)
It is silver. I think the people who wrote some of the specs.
got their %'s etc. mixed up.

I do have a lot of fifty cents coins that are thinner than other for instance the 76 is thinner than the 96 my be they are running out of metals.
