This is hardly the worst ebay scam, it is just someone who wants way too much for a 1970 mint set that has the 70 S small date in it. The real question is, "Is it actually a small date?". I can't tell from those images and he didn't provide a close up of the 70-S cent. I have no faith in SGS to be able to tell the large from the small date, so it is probably a large date.

I asked him if was searching for more 1970's mint sets he respectfully replied not at this time

Awhile back I won a coin on ebay from a guy in Greece. Cost about $150. He sent me a registered letter that I signed for. Nothing inside but a blank piece of paper. He did the same thing to several others based on his Feedback.

Looking back at the listing it appears he used photos of coins he did not have, but appeared on the web in several places.

ebay did step in and refunded all my money. I should have known it was too good to be true. I bid lots more than my winning bid so apparently others figured out what was going on and didn't bid.
