I've seen this effect a lot on Indonesian coins on all 1990s and forward denominations, except the Rp 50 Komodo and Rp 1000 bimetallic since I don't have any here (and obviously for the fully reeded ones - I can't see these things on those). The coins' compositions are either aluminium, brass, or nickel-plated steel. More often than not I see them and it's rare to find a MS coin that doesn't have "reeds" visible by the naked eye, they may appear to be not but there is under magnification. When they're not there it's often only on heavily circulated coins.

I can't find anything consistent with the presence or absence of these "reeds"

Here's a photo of the edge of a random MS Rp 100 aluminium. The thickness of this coin comes very close to 2mm, I can't get a better measurement from a ruler.

Edit: Just found myself a bimetallic Rp 1000 and yes it has these "reeds". And also on a Rp 5 from 1979.

BJ , a question. Most mechanical cutters I have seen have some type of slope to their cutting edge that creates a kerf that allows the cutting blade a way to extract itself without getting stuck. The example you gave is a concave remnant of the cutting process . A type I/blank would be a covex end result.
Would the cutting head leave a different patterns in the copper depending on which side of cut you look at , say if one side of the blade were stait and the other angled to create a kerf .
I only have a type II unstuck planchet in my collection so I have no idea of the edge profile of a type I

It looks inconsistent as far as depth on some of the indents. I would want to see more pictures. Also what year and mint mark?
