MS64 due to the neck. Minor marks really have an outsized effect on grade on such small coins.

Luster and overall eye appeal could easily bump it to MS65 though.

Minor scuff marks on the obverse, would grade MS-64 all day long, with MS-66 appearance. It also may have a quick dipped once and toned back that way, I noticed the hazy spots on the reverse. Too common for TPG without the center band.

I'd give it a shot at ms65+ .. Fantastic color... Only if that back !middle band was split! Much better then the majority of them out anyway.
