well for this purpose the coins could have been cleaned, or by any jeweler, because you need a clean surface to solder to free of anything that will prevent adhesion. Means the side unseen could be ruined with silver solder or tin solder holding the coin face onto the back of the buckel.

I would think the coins are already encased in the Lucite in a form that fit the frame or the block is sanded and polished to fit the buckle and the back of the Lucite with coins in it is painted black. Then the whole thing is glued to the metal frame
