Worse than that, since the lower ruling stands it now means that anything that was once in government hands can now be confiscated and the government can just state they were stolen government property and they can keep it. They don't have to prove it was stolen, the declaration is good enough. The law of forfeiture does not apply to them if they SAY it was stolen.
