I normally recommend one to follow Bad Thad's polarity ladder.

I also think this one is a good candidate for Verdi-Care.

I will purchase some Verdi-Care (I already have 100% acetone) and will soak it.

The reverse is terminal in large areas - CENT, STATES, to the right of the E in ONE. Removing those patches of heavy verdigris is possible using strong acids or physical means - but not without revealing metal and pitting beneath it - not to mention any remaining brown patina.

Soak for 48 hours, each side. VC will give the most improvement on the obverse. At the end of each side soaking, keep the coin under VC and use a toothpick on the heavy verdigris. If it won't budge, I'd leave it and let the coin dry. DO NOT RINSE AFTER SOAKING IN VC (rinsing with fresh VC is a good practice though). Just don't use acetone, water, anything except VC. The coin needs the protection it at maximum strength because it is so corroded. Finally, let the coin dry for a week or two in open air and then store the coin.

I purchased some verdi-care, and put a dot or two on the coin, and smeared it around on the coin with a
cotton swab....Here she is:
