The problem is you really need the coin in hand. I've seen a lot of MS-64 DMPL coins that seemed like 62/63 coins. So, you could easily have a MS-65 DMPL. The main issue will be the large scuff behind the eye... Though that could be what holds it back from 66.

I'll go with MS-65 PL ... if graded by PCGS or NGC ...
