Yea that is why he kept it because something just didn't seem right and he was hoping that it was an error. If not he only paid melt value for it.
When I first looked at it I was thinking it was a proof capped die but I'm not 100% sure what happens in that process at the mint I have only seen pictures of capped dies never in hand so I'm lost.
