But all those coins have dates.

So 1616-1770 range...  Not issued in Europe or the Americas, More than likely Asian or Russian... Could be an unusual date, perhaps Arabic... Not silver, but could be gold (Not too likely)...  Or a mixture of more than one region combined with more than one language...

Not (silver AND issued in Europe) which means if it is issued in Europe it is not silver and if it is silver it is not issued in Europe.
An Arabic date is a date
The latitude 47.4979 degrees N passes through the country of issue.
The "thing" was also issued west of 19.0402 degrees E.
(So Russia and Asia are OUT)
