If it was USSR, then it's no. If it's after the break up, then it should be firm yes or no. Unless Loonie is not sure because of the Caspian or Black seas.

Didn't the USSR share a currency with all 15 counties before 1991? Some of those countries are landlocked. Hence, "perhaps". I can change it to maybe if you like.
