It's either a penny or a dime, the only tenuous arguments I can think of for calling either "arguably a commemorative" are: A proof commemorates an issue but that is very thin in my mind, or A penny being the only coin to face right, or the penny having a memorial on the back.

So 1 more question will get us the denomination. 1 to ask if its proof and 1 to cut the years in half. What do you think guys. Maybe a mint mark question.

From what I see, some from San Fran have mint marks, but some don't. We need the denomination so lets get it settled.
Is this coin 1 cent?

My guess is a US 1 cent dated 1978 from the San Francisco mint.
