Sorry, I'm not aware of a 5 cent coin (1950-1966) minted by, issued in and legal tender of the US that is not listed on Numista other than the 1964 Special Strike (which wasn't actually "issued" per se, either). There must be some trick to this.
Some of the questions were worded in ambiguous ways, though, so I also can't be certain the criteria I have included are correct.

My guess is a 1965 US 5 cent on a 1 cent planchet.
