Depending on how you read this, it could mean the coin was minted for circulation, on the Iberian peninsula, so used in Spain or Portugal. Otherwise it could mean it was minted on the Iberian Peninsula for circulation elsewhere.

Was the coin minted in Spain, for use in the Americas?
