So it's not a medal or bullion. Dated 1964 or 65 and has precious metal (I'm on the silver thought). With keith being so picky about the Europe question, I think it was minted in 1 country, and issued in another. I was thinking war medals for a bit, but the date range sort of snuffed that. We need the issuing country to use Numista. Time for some tunes.

My guess is a 1964 5 Rupees - Saqr III J. F. Kennedy; without "PROOF" from Sharjah (United Arab Emirates) N# 14099.
