Ireland is still technically a possibility as it hosted a test match in 2018 and ceased to be a member of the Commonwealth in 1949. "was this coin issued by a member of the Commonwealth of Nations?"

West Indies is out and Australia and New Zealand did not have their own coins before 1900,
so it looks like the coin is issued in the United Kingdom.
