Interesting

I am assuming that because my question was "IS the country of issue a member of the EU" that these current EU members are ruled out:

France, Luxembourg, Belgium, Netherlands, Ireland, Denmark, Sweden, Finland.

Croatia, Slovenia, Slovakia, Estonia, Latvia, Lithuania, Czech Republic are also out.

but

USSR, Czechoslovakia, East and West Germany are still in!

That whole Austria, Hungary, Germany, Poland area can't be ruled out I guess.

Of course Austrian-Hungarian and German states and the region that is now Poland are still in until we get an idea of the date of this coin.
