Going by Ed's post, then the coin is not really demonitized, as it was never officially money anyway, but just for clarification, I see Numista lists it as demonitized.

If this coin was never legal tender then it can't be NCLT

That only leaves 6 "exonumia items" from Luxembourg:

an event medal and 5 "pre 1999 euro" coins listed as fantasy items

Anybody else agree.
