It must be a little down on luster. For most any coin to hit 67 with PCGS it must have blazing, even luster. I've seen coins with hits and spots get a 67 purely on luster and "eye appeal".

While coins won't get top end grades for the series "purely" on luster and "eye appeal" (67s can and do have hits) the point that the last of luster and eye appeal holding coins back from top grades is true

All that said D mints were made better and have to be evaluated on their own ignoring P mint coins in the IKE series
