Very good possibility. Before the early to mid 60's error coins were often treated as just so much trash. I recall a story, I believe it was told by Abe Kosoff about when he was working with a dealer in the 1930's. The dealer pulled out an uncirculated off center V nickel, looked at it for a bit, and then just tossed it in the trash can.
