A caustic substance (Acid, for example) that got on the reverse in a random pattern would eat away the surface of the copper to expose the "world" below the surface.
The short lines in the recessed areas are part of the metallic composition and are left behind as the different metals dissolve at different rates, not part of a design from a die or striking error.
