FYI: Stainless steel can be non-magnetic.

Right, but the actual coin's caracteristics don't seem to match this table for stainless steel coin. Assuming this table is complete.

This table does not necessarily reflect coins that were struck by the RCM

I think the only way to verify this 100% is to send it grading or to get an XRF. If it was found in a plastic sealed mint roll chances are it's the real deal, otherwise it could have been possibly plated.

It was in fact found in a plastic sealed mint roll bought at colonial acres.

I have no doubt that the coin is legitimate based on your description. The fact that it's non magnetic says it all. But if you were ever going to sell it I definitely think it would be better off in a nice attributed holder.

At the "30 sou" yesterday we discused withe owners Nich and Richard about this coin and came to the conclusion that its not silver, so should be copper nickel or stainless.

Is there a way to be 100% sure about the coin strucked by the RCM? Because on numista I found a couple of possibilities but they are not in the coinscan site.

thanks

From the introduction of the twoonie on, the RCM was not concerned anymore about strict adherence to the specs of lower denominations other than the loon. The Mint started to procure blanks from different sources, most notably Sherritt.

Without seeing the coin in hand, I tend to think this is a sheet rolling error (extremity of the sheet) and not a foreign/wrong planchet. "Just" an off-specs blank.

We all see thin/thick errors in all denominations but granted this is a quite extreme one.

It can't be a normal 1999 quarter planchet if it is non magnetic. Same reason me even thinking it was plated didn't make sense. I'm interested to hear he conclusion of this for sure.

Hi, this one is probably more for SPP-Ottawa, Is there a way to distinguish copper nickel from stainless without a XRF?

A foreign planchet could be thicker and narrower than a 25 cent planchet; when it is struck, it would squish outward to fill the 25 cent collar, and then be virtually the same thickness as a normal 25 cents.
