It's certainly a possibility, but it seems unlikely.
The Mint has been issuing Special Edition (SE) Proof Sets that feature a silver dollar (SD) that presents a variation of the design on the regular/annual SD since 2015. The SD in these SE sets has run the gamut from a same-theme/different (sometimes colourized) design (2015, 2016*, 2018*, 2019*, 2020*), to same-design/different finish (2021). The 2017 SE Set includes a SD that was a colorized version of the "Home and Native Land" SD vs. the standard/annual "Confederation" SD. (Note: * denotes colourized design in addition to being a different design.)

2016: 150th Anniversary of the Transatlantic Cable
2017: 150th Anniversary Of Canadian Confederation
2018: 240th Anniversary Of Captain Cook at Nootka Sound

So, I would be surprised to learn that the Mint created the SD with a traditional portrait version of Bell in response to negative feedback on the word art version. IMO, the Mint had its 2022 releases planned well before the January release of the word art design.
