Oh I've always known a plus just meant in between the grades. The star isn't seen very often in my opinion. I got it for a Canada Dollar and that's the only star I've ever received. I submit quite a lot too.

I've known the plus means premium quality. The star is eye appeal, used by NGC usually with nice toning or a single PL side.
