At first I did think MS65 all day long but after studying the obverse there does appear to be light wear on the folds of the cloak and on her arm. I do think however this is a bit of a harsh MS64, and they could have gone 64+ or even 65 on a good day.

i would think the coin would bean at CAC due to the high amount of luster
