So between 4 to 14 inches or equivalent, but not 4, 6, 8, 10, 11, 12, but maybe 14. Anyone know any other strange sizes? Maybe it is metric, which is not equivalent to the exact inch size. So maybe 100mm, 150mm, 200mm, 250mm, 300mm, 350mm.

I suppose it could be any type of adjustable wrench like a regular crescent wrench we all probably have around the house, but I'll go with a the below:

I knew what tool box it was in, but L has "organized" the basement, took me a bit to find the box.
This is like a survival tool. The bar slides to make a third contact point when fitted, then you twist the knob a 1/4 turn to hydraulically lock it and Bob's your uncle. Works great, just not a lot of leverage when needed. There is ways around that though.
