The only law I can find that says they must be surrendered is Title 18 sec 492 which says that they "shall be forfeited to the United States" But it also says you can only be in trouble for not doing so if you refuse to surrender them when requested to. SO until you are specifically requested to turn them over I would say you ar OK.

I collect all of the counterfeits I come across if I can obtain them for their real value.

The reason I collect them?
