LOL, the scratches ARE disfiguring it!
I agree a hand job with steel wool is what this looks like to me

Looks like a 1928-S also.
Someone tried to scrub it off but I see it.

I was at a coin show a few weeks ago and saw a table with a number of dollars looking just like this one. The guy told me his brother had cleaned them and those marks look exactly the same. Said he used a Q tip and Mothers Mag and Aluminum Polish you can buy at an auto parts store, rubbed them to try to make them shine and then used a towel to scrub them clean. He was selling them as is for the silver.

What's more troubling is the seller on ebay has a 100 percent rating and looks like a lot of sales. Why put this up without stating the issue of cleaning happening?
