I like the top one as the MS65...The obverse has more eye appeal..I really dont know Buffs though...just an opinion.

This is tough. I am going to guess the top was in the NGC MS-65 holder and the bottom was in the PCGS MS-64.

There is absolutely no way to tell. A PCGS 64 can be the same exact thing as an NGC 65 for this series anyway. Also, if a coin, any coin, graded 64, somebody will eventually give it a 65 if you kept submitting.
What's worse is that the pictures are not illuminated equally. If you ask me, I'd grade each of these MS64 anyway.
Are you asking the question because you don't know the answer or because you want to see the debate? If you put a gun to my head and told me to chose I'd say the top is 65.

bottom is higher .... rim dings took the point off the top one.

An MS-65 is a GEM BU coin. I abstractedly think of that as a BU piece with no problems that immediately catch your eye. By definition, a 65 should only have minor spots or marks that are visible only after close inspection. The top one does have minor rim dings, that is a good point. I just think neither one makes the grade. Beyond 63, I feel like you have to consider the strike as well. Both pieces were poor strikes. Neither has a split tail, neither has a bold LIBERTY and both (particularly the bottom one) have poor ribbons and issues with the date and 'F'.

I think the top is the 65.. The staining across the nose on the bottom one would keep it at 64 IMHO.

Yeah they look the same to me. The good folks at NGC liked the top one better. Thanks for the replies. It was a good learning experience.

I think if you send both of these coins in to either of the grading companies a few times you will probably get both graded as a 65 or 64 or vice versa, thats just my experience with the TPG's depending on how many coins the graders already looked at before grading these coins. The grades are not set in stone and they will grade a point up or a point down just depends on how much money you want to spend on the coin to get the grade you want when it comes to uncirculated coins. They are both nice coins.
