I'll go with ms65. There's a clean cheek but a few large hits on the reverse.

This is one of those extremely rare Morgans which is reverse-limited rather than obverse-limited; it'd be a perfect candidate for an album coin. In my opinion, the reverse limits it to a technical 65 but I suspect NGC called it 66 anyways.

I think SuperDave might be correct this is a coin that is reverse graded a lot as so many of them are really high grade examples, maybe a MS65 but being so clean on the cheek and it's NGC I'll bet it goes MS66 PCGS or ANACS it would probably be a MS65.

Tough to grade from pics at this level. It's an NGC/CAC MS67. The luster and eye appeal cannot be captured in images (especially mine). This slab is several years old and I believe it would have a shot at 67+ or 67* if resubmitted these days. Thanks for the guesses and comments!
