The clarity of the steps is a measurement of die condition. The trick is to get a 3 stepper in pristine condition.
I have seen one only, with pristine die and coin condition: That was at a view day for an auction, where I had the opportunity to compare a PH proof alongside a gem Unc PH 3 stepper. To my eye, the gem Unc 3 stepper would have been a more desirable coin, and also possibly rarer than the proof.

 I have several 3 steppers that have been bashed around, The best of these coins I have has only 2.5 steps in about MS65. The hunt continues, It is just a matter of time and I will get the best of the best for this coin. A proof one of these is just a pipe dream for me , but you never know I may just get lucky some day

I made the drool comment on Walters coin just as I took off fishing because of the obvious 3 steps. I need to take that back, It is an Ef coin or maybe aUNC at best. Great toning but technically not an outstanding coin IMHO. Great strike but this to me is a circulated coin, this is just my opinion but I will stand by it.

You're absolutely right - it's a circulated proof strike, I called it gEF. It's still worthy of your drools though.
