There are envelope made with cardboard that canadapost used to send full panel stamps. Those envelopes come in many different sizes and the large one can easily fit a stack of legal size paper.

But serious, I think the reason is simply the Mint only have stocked up a few different sizes of boxes and envelopes.

Shipping was 7.99 but I ordered a bunch of other stuff also with that shipping rate....everything was either backordered or not available yet..so they sent the one item in the order they had in stock.

I requested some COA some time ago. Typical COA, 4x4cm. It came in cardboard they use for 1-2 coins (~21x14x5 cm)

The three 20-4-20 hockey coins I ordered came in a cardboard box a few days ago. What a waste! I was hoping for something else in the box.

i got a bit of a smaller box, it had all the packing in it, and there was just 1 hockey 20 for 20 coin in it. Not the 7 coins I was expecting all together..

Looks like the Mint employee who handled that shipment must have had
"brain in neutral".
