I have ICG graded coins dated 1960 and up I believe they do a pretty solid job of grading. I know to buy the coin not the holder, but ICGs holders stack the best IMO.

It's all market perception. The reason you were able to get the 70 grade cheap is that the market believes that there is a good chance that PCGS or NGC would not assign the 70 grade to it. But you can also use this to your advantage by cracking it out and sending to PCGS and see what they give it. You could win on that but you need to overcome the grading fees. If I remember correctly, neither PCGS or NGC will cross a 70 coin directly.

ICG are quite well-established and have earned their reputation. Their downside is as has been mentioned before - perception in the marketplace - but they're considered as a "real" TPG.

If you were in America 60 is a bit high. They generally sell in the 40-45 range here with the pcgs and ngc ones selling for 60. You being in South Africa changes it a bit since I'm not sure how common they are there. Either way 60 isn't a terrible price and may actually be a very fair price for your location.

Thanks basebal21, I really appreciate your advice . In South Africa NGC is very popular with about 70% share of graded coins market . A similar coin & grade by NGC will be selling for around US$85.00 .

If the NGC ones are going for 85 60 seems like a fair price, thats the same difference they have here. Out of curiosity do a lot of US coins end up there?

Thanks again basebal21, Silver Eagle is so popular because according to our south African opinion Kruger Rand is the king of gold while Silver Eagle is king of silver but we still trade in Leafs & Pandas as well in much smaller scale .

I have used ICG when JP Martin was in charge of it and all was fine, the grading 100% accurate. I like to trust the people at the company instead of the company alone, so now I like ANACS best. As someone who likes older coins I find spending money to grade an 1997 ASE and getting a MS-69 as odd. When they mint them they should all be about MS-69 with modern coin manufacturing. Why pay for normal manufacturing standards?

69s used to be the top population for the most part in the 90s. It wasnt until 2004 that 69s became expected with 70s becoming prevalent. There are a few 70s in the 1990s but for PCGS theres only 37 total from 1986 through 2000. Some of the 69s were easier to get than others, but enough of them grade lower that its not the expected norm for all of them.
For the 1997 coin in question a PCGS one would make sense to grade if you added it onto a submission since it would run you 60-90 dollars to buy. You could buy it for 30 then grade it for 16 as an add on to another order leaving room to make or save money depending on your intentions if you used PCGS. NGC ones sell in the 40s which wouldnt make sense though.

My friend and ex-owner/creator of ICG hired JP Martin, as he is one of the very best numismatic experts around. Now JP Martin works for ANACS. JP really knows his stuff, one of the foremost counterfeit dectors in the world. All the more reason to use them, and John Roberts attributing VAMs also one of the best in his field.

Is ICG also good on saying if a coin has been cleaned? Are they as tough on an old cleaning as the other TPG's? I know a dealer with a well struck 21 Peace dollar. I like the coin, but he wants PCGS MS64 money for a ICG MS64 coin. I have been looking hard for a well struck 1921 Peace dollar so I am torn. Thanks

Just buy the coin not the holder, and you'll do fine, I think all the TPGs get the cleaning wrong as often as they seem to get it right. IMO.
