Sometimes sellers have more than one item and use the "second chance" offer for the next higher bidder.
It happens on occasion.

Guys: Read the OP's post.
He isn't asking "what is a 2nd chance offer". He is saying something about a wire transfer to England. I would personally avoid something like this.

That sounds somewhat fishy to me. If you did everything through your ebay account its probably legit if you clicked a link in an email though and you dont see it when you sign in this might not end well. The 2nd chance offer is no different than if youd won the auction |

ebay doesn't even allow bank wires except in certain specific subcategories in Motors, Business/Industrial, Real Estate and Adult Only.

It is common in some European countries to pay for ebay wins with bank transfers (Germany for example). However, I would be leery of this. Payment options shouldn't be any different for a second chance offer than a regular purchase. All sellers on ebay must accept either Paypal or a credit card through a merchant account. Contact ebay. |

Something is very wrong with your situation. I have bought many ebay items from England, Wales, Ireland etc. and paid them all through my PayPal account same as a regular purchase from the US. I believe a Bank Wire is about $28.00 from my my M&T Bank. I buy a lot of Military Scale Models made in Germany and its always done through PayPal. A second chance offer is usually offered when the winning bidder doesn't pay. Notice I said usually. There may be other instances I dont know about. I would walk away from that deal. This sounds like a scam. A legitimate Second Chance Offer will appear in your ebay "My Messages". Log in to your ebay account directly. In other words, don't click on any links you may have received in any emails since those links may take you to a spoofed website designed to look like ebay. Any time you see the words, "Western Union, MoneyGram, bank wire, escrow, etc.," related to an internet transaction, there is a good chance it's a scam. |

Like everyone else here, I have doubts about this. I'm in the UK and wire transfers really aren't common here. It wouldn't surprise me if ebay have a system to occasionally hold monies between buyer and seller - I'm pretty sure I saw it mentioned somewhere as a 'security' measure where the seller is new. However I'd expect it to be through PayPal as that is ebay's preferred means of payment. And certainly when I use PayPal, payments are processed by ebay Europe S.à.r.l who are I believe based in Ireland. An account in England? Sounds dodgy. |

As a seller, I had an item where the winner couldn't pay and I offered a second chance offer to the second highest bidder and that bidder paid me in just a few hours of being notified. If you go through ebay, there's no problems. However, you should ask the seller to be clear if it is the exact same coin being offered or if this is an extra coin they had. I wouldn't buy anything unless I see the photo of the exact coin. |

I bought a watch with second chance. I lost the auction in the last seconds. I then got a second chance offer. I contacted buyer and he said he had multiples of the watch. So I bought it for the same price as the one I lost. Payed with PP and my watch showed up in a few days. This was all done in the USA.

I live in Austria. In Germany and Austria Bank transfer is often the only way you can pay. I am actually far more comfortable with this simply because its a normal part of daily life even my doctor prefers bank transfer payments. I would be cautious of second chance offers....sometimes its the end play in a new variation of shillbidding

I think ebay's (UK) accounts are held in Luxemburg - for tax avoidance reasons, but their staff are mostly based in Ireland. Not all ebay's have Paypal. The big ones like US, Canada, and the UK certainly do. Some of the others don't. |
