The more I look at it the more it looks like a fantasy piece.

I figured it was a fake of some sort. But this is the first I have ever hear of "fantasy" coin.

but why bother making a fake 1973 quarter?

if you can make em cheap and they work in vending machines......

Back in January of 1999 there was a couple that worked their way all the way up the east coast paying for their gas and restaurant meals with rolls of 1999 eagle reverse quarters. (don't know if they used them for lodging) What is odd is since they apparently passed many rolls of the fakes, why don't they show up today? I haven't seen one since the news reports back in 1999.

I think it could have been a bored artist, and decided to retool it.
Odd, for sure. But this goes to tell you, in most cases, many do not pay close attention to their pocket change !
That is a good sign for collectors and cherrypickers.

Hummmm wonder if this coin would be accepted at a bank or Coinstar <smirk>

What are you going to do with it? I actually am not sure if you are legally allowed to own it. I'm sure someone here knows the laws on counterfeiting/possession of...etc..

Simple possession of counterfeits is legal unless you are requested to surrender them. If they ASK you to turn them over you have to do so.

See if it is magnetic. A magician's trick that is sold has a ring w/magnet in it. When the magician passes their hand over the "coin" it "disappears" as the magnet picks it up. Yours might be one of these as some of them have bad likenesses but fool the general populace who are not coin collectors.
