It's not a repeater, there is an extra 7 on the end.

It would have to be -7717717.. spend it.

Technically it is a four digit repeater. It repeats 7717. Alhough some say that it doesn't count becuase it never actually repeats itself there is apparently a small premium on a four digit repeater.

In UNC? I think right now these bills are brand-new and there is a lot of demand for them from people who can't just get them from the bank! A nice serial number should be icing on the cake - I'm sure a foreign buyer is out there somewhere.
