Its not Constans...its either Valens or Valentinian (SECVRITAS REIPVBLICAE), id be inclined to say Valentinian. Nice example of a double strike - I have one of valentinian, but its no where near as good or clear

Saw the thread title and was prepared to think "ho hum... big deal, it's not a modern coin where such things matter"
