I found this disclaimer on the NNC website... Quote: PLEASE NOTE: We are no longer accepting submissions from Singapore due to the large number of counterfeit coins coming from there. Which means they used to?

 The irony is breathtaking.

What I find interesting from the legal angle is that he will accept return for 14 days no questions asked as long as it is in its original holder. That's fair and typical, but the whole point of gambling on these coins to buy them, submit them to PCGS on a five day rush in order to find out your coin isn't harshly cleaned/repaired/graffiti/and/or abducted by aliens and contains asteroid environmental damage.

Where do you think he's getting his coins from in the first place? If you search some of the past threads here, I know other members have caught this seller having coins that were cracked out of details top tiered TPG slabs, sold at Heritage auctions or through ebay, and then self slabbed (NNC) at higher non details grades.

The return policy states that you cannot remove the coin form the holder. Their feedback is full of complaints about some pretty expensive coins.. Still, it's (barely) over 99%. Must be a lot of people who either don't know better or don't care.

Like you said that is fair and typical. And a lot of people do the same thing with NGC, ANACS, ICG slabe etc. (What strikes me as odd is when they then start complaining when they gamble and lose. Or when they complain because the seller doesn't want to honor a return on a coin that has been removed from the original holder.)

I just checked the coin and it sold for $9k. I feel bad for the buyer. There's just too much risk to take with a slab like that. And having been here for so long and seeing the coins that this seller goes through, I personally would never do business with them.

I would be careful accusing anyone of having shill bidders in a public forum. You may be right, but it's probably not a good idea to make such an assertion. If you really believe this is the case, then you may want to alert ebay.

ebay likely ignores complaints about shills with this seller as he is a high volume seller. They're not about to rock the boat with all the revenue he/she generates.

True they don't care on large volume dealers IMO. I shill bidder myself once a long time ago when I was new on ebay and got popped, had to pay the fees on every item and was banned from ebay for 30 days. I read an article on their shill bidding algorithms they created to watch for this, they said it worked 90% of the time effectively, it just seems that they are selective in going after people that don't make them money only. I've never shill bidder again (more than 10 years ago), it was on some artwork I was selling for my Dad, it was going to sell for a lot less than it was worth, so he bid using his account, I was selling with my account, we both were living in the same house, I assume it was due to the ip address matching both selling and buyer accounts. They were pretty quick to spot it. After that I learned how to set up reserve pricing on items like that for my Dad. What I did was wrong, I served my punishment and never did it again.

Final winning bid: 9,000$ Enough said.
And I don't want to come off as a holier-than-thou; I have made my share of newbie mistakes, but I hope the winning bidder can recoup at least a significant portion of his investment.

Centsles is a volume seller with ebay. He makes them a lot of money. Most likely he has a dedicated account rep to help him take care of "problems" when they arise. He isn't going away as long as he keeps generating those big fees. "Darn the torpedoes, full speed ahead!"
