It looks a though it has been cleaned to me, I presume the photo was taken through a 2x2?

Yes through the 2x2. I do not own it but I'm considering buying it. Having to spend that much money, I wanted to make sure its not cleaned. I have made a few mistakes like that in the past.

But I don't see any surface hairlines. Just dings/minor scratches. Could it just be dipped?

EF45 still a nice coin.
Question to the forum.
Any way to remove the milky remainder left from a dip like this?

I wud say in my opinion almost every coin has been dip at some time long ago its lifetime or else they will be tarnish no?

For this coin though it condition is quite nice but with some marks we all can see. I think it to be beter than a vf35 but maybe not so EF

The haloing is a strong suggestion of the cleaning. The fields are also quite damaged. I would say, not just cleaned, but harshly cleaned. Or damaged, not sure what a TPG would designate it, but surely not problem-free.
