I would say it was struck through. Because it's flush with the fields of the coin. I don't know why copper would rise, if it was just missing clad. Maybe I am wrong but that's how my minds eye wants to see it.

See how the copper is lower than the nickel? Not flush, or level with each other. This would be considered missing clad layer in the picture below .

You should Always put the denomination in the title. You did not have a denomination, so anyone might click on your thread. Experts in only Cents need not really have clicked, but if you had the denomination in the title, experts on Kennedy half dollars would find it fast in a search.

As others have said, this is a struck-in rim burr. It's a form of pre-strike planchet damage.
