Make another thread and post photos of the 1947 coin you mentioned.
I concur, it looks like glue or epoxy.

Proof cents started in 1936. Matte proof coins were from 1909-1916.

Ok here are the post-acetone results.. it almost looks like a woody in some angles. It did nothing to the gold looking paint splotches.. so what on earth could it be?

Those are great photos. Did you use 100% pure acetone or was it nail polish remover? How long of a soak?

I used 100% acetone for 24 hours. It didn't really do anything to it. Any idea of what it could be?

Sharp looking penny. It has good details. I like the toning. Anyone's guess what was splashed on it. Personally I would keep it for the eye appeal.

It sure is pretty. Was hoping to sell it to buy a Lamborghini. Lol. Guess I'll keep searching for "the one.":)

Looks like the acetone weakened the reverse areas. But still has a way more to go to remove it all. The obverse doesn't show as much of a change.

No the acetone worked, what you are seeing is the original surface of the coin. The glue was on the coin before it toned.

There is still more on there. It just hasn't come off yet.
