Can not find match for this RPM. Is this RPM or not?

I'd say maybe. I don't know if you saw it, but there seems to be a little knob sticking out of the top left of the mint mark. That and the piece on the bottom interior Of the MM tells me it might be. Not an expert, but I'm thinking you might have one.

Could be from a damaged mintmark punch possibly.

I don't think so...inside the D looks like it was struck through debris.

I would still send an image to John Wexler and see what he thinks? He might want it sent in. Get an image that show more than just the mint mark so he can see if there is a reason for the anomoly in the center. It might be a RPM or eve two RPMs. A wider show might show him more that he might need to see. So somewhere between the little image sized and the date and mint mark shot. There maybe a north and a south, it maybe a damaged punch issue or fading die scratches. Try taking several shots with the light at different angles. Light from north, West, South and East. That may show the fading die scratches. That would give him a better idea other than images cut to close to the mint mark.
IE: On the full date and mint mark shot, note the die scratches. There are horizontal ones and some at 45 degrees. So the larger the image size might help him more. Not a wider show of the coin, but larger images of the area in question.
