The top of the "1" and "9" appear to be level, and the "0" doesn't look perfectly round like the large date.... this looks like a small date to me! Nice find!!

Looks like someone used it in a Gumball Machine years ago. (Parallel line near rim that is incuse.

Have not found one of these in the wild... in any condition. Found about 20 Denver sd's though.
I read only 2 million of these were minted and all were on the same day.

I've only found the 1960-D small date in circulation. Never the Philly one. Funnily enough I found a nice RB AU/BU one in a bag of WHEAT CENTS of all places, so I got my Dansco covered. Nice find!
