Does the mint charge for return shipping?

Finally got around to checking my sets out - both W cents are flawless to my eye. No splotches or visible scratches. Sorry some of you guys aren't having luck with them.

Did anyone else see the Coinworld(?) article about the mint making individual 2019w cents available by mistake. To top it off they were sold for 1c each. I believe the article said it lasted a couple of hours.

Yep and if you visit the United States NCLT forum (where this thread should be) and look at Page 6 and 7 of the 2019 West Point Premium Penny thread, you'll see a lot of dialog and info on it -- almost a minute-by-minute account.

I received my four sets and three of the four had the pressure marks on the obverse side. 75% Bad. I emailed the Mint and the emailed back their Coolie Cutter reply which was a all purpose type reply for return items. I then emailed Coin World Magazine and they have pictures and scanned images of my defects. They are in the process of contacting the Mint to find out what caused it and what their feelings are on the issue. 3 out of 4 bad is 75% failure rate folks! To think with the modern Vision systems and automation available today that they would have much better quality control. I work in the Injection Molding Industry where 1% is sometimes unexceptable with Medical devices. Good thing the mint just makes money.

I got my proof set today. Happy to report:

1) The 2019-W penny and envelope were actually enclosed
2) It's actually a decent example - not PF70 but I'll take spot and scratch free
3) The rest of the set looks nice too

Feel like I dodged a bullet after all the problems I've heard

I ordered four sets and three of the four had the same marks, splotches or pressure marks. I've looked at over twenty others in posting and on line ebay and the marks are all in the same location. It's not reaction from the bags or the blanks because it's the same place every time. I believe it's an uneven polish, die or downstream automation machinery creating the marks. Nevertheless the Mint workers have to be blind to miss this mistake
I have been corresponding with one of the writers and editors at Coin World magazine and they are looking into the issue with the mint.

I order each year two of the Proof, silver proof and mint sets. One to keep and the other to open and put in Dansco albums. I kept one set of the three West Point penny's for my collection. Then sold the other set on ebay. Basically one set of proof and mint set just cost me 40 bucks.

If you are having problems or unhappy with the cent, the resolution is to return the order for a refund. They will not send out anyone a replacement cent.

Theit answer is "what do you want for free? Send it all back if you don't like it."

Anyways. I do think some of the issue with it is that West Point doesn't really do non-bullion coins and was Ill prepared for this as far as handling at the mint. Top that off with poor handling at the fulfillment centers also.

I don't have a clue what people are supposed to do with orders that were flat out missing the cent coin in the box. 100% there was a real chance for the cent to slide out of the box during shipping to me, it didn't happen to me but it could have, the edge of the plastic bag was sticking out of the box but thankfully the tape stuck to it also and saved it from coming completely out.

Can you return the set and keep the cent? I don't think so.

Also they are ill prepared to handle the issues that arise with this type of distribution of a free item. Poorly planned and executed in my opinion. I thankfully did get nice enough coins to not complain about. I don't think any of them will grade PR70 or MS70, but I wasn't expecting them to either and am happy if they would grade 67 or better which I feel they absolutely will.

Not sure how the mint handles the returns on this if they come without the cent... glad I don't need to find out either.

For the 2019-W BS LSC there are 0 graded in 70 with around 900 in lower grades. A bit less then 25% of the reverse proofs are PR70 quality with some as low as PR66. Around 5000 regular proof 2019-W LSC are graded right now with around 25% in PR70. With about 1000 of the BS 2019-W graded and none in 70 that suprises me. All this data is from PCGS.

As for NGC Graded Coins. Around 150 BS 2019-W LSC are graded. All range from MS-66 to MS-69 with a slight majority of 77 in MS-68 but 66 in MS-69 (as of time of this post). As NGC clumps PR and Reverse PR coins together I'll use the data at hand. A combined census of almost 11000 exists as of now with 43.8% graded in PR70. This is interesting as statistically there are more NGC PR70 then PCGS by almost a factor of 2. Even if you combine both PR and Reverse PR graded examples from PCGS which almost matches the NGC pop. PCGS only assigned 24.8% PR70. Just thought that was interesting. Further interesting is that there are around 3x more MS68 2019-W LSC then MS-69 with PCGS compared to an even distribution with NGC. Though this data realies on the quality of coins submitted I enjoyed researching it.
