Aside from cutting off part of his head it looks like he has a mullet which as glorious as those are I'm pretty sure Jefferson didn't rock one.

I voted for #1, but I actually prefer the bust before they accented his hair. #2 is fine with me for a one year issue. #3 is horrendous to me. Definitely #1 the eyes on #3 tend to freak me out in the right light lol!

#2 is my favorite artistically, but it isn't very practical - just a little wear or a few bumps and the eye appeal drops to zero. I loved them when they came out - a real breath of fresh air.
#3 is my least favorite of all permanent modern US designs. It just does nothing for me.
#1 is a classic, AND it stands up to decades worth of wear. I love the look of old veteran 1940s nickels that still show up from time to time in pocket change. Admittedly, I do agree that the classic higher relief was better than the newer iterations.

#3 is the best because it shows more of Jefferson. It should be a deeper strike, though.
