I agree it is from a dryer, but......
What is causing the wrinkled copper "skirt" around the perimeter?

It can't be plated, with a copper core like it appears to have.
Maybe someone used copper foil on it like they use for stained glass work.

@errersandvarietys: well lamination peels don't happen at the mint. This is a very close minded approach to an investigative discussion.

Still, my hopes are low that it's something other than PMD.

Maybe the "skirt" is the copper plating from a zinc cent ? Guess the weight might a little heavy for that ?

Can the top layer be peeled back? Slide a toothpick and see if it gives...I'm thinking manmade/altered.

They "ninja'd" back in and edited the post yesterday to include the weight, images of the edge and additional commentary.

It certainly doesn't appear to have a zinc core.

Maybe a really bizarre lamination that was subjected to a dryer or sandblaster?

Just realized the reverse looks "pleated" where the extra material was wrapped around the rim.
This would make sense if a sheet foil was placed on the obverse and folded around to the reverse. There is even something trapped under the "foil" below the date area, near the bust.

Then the experiment with abrasion including heat or dryer began.

I would imagine that the diameter of the coin is substantially smaller than normal. The rim has been rolled onto the surface of the coin giving it that lamination appearance.

Better pics and more information are helpful. I agree that the pleating on the back certainly makes me think that it was added after this coin left then mint (and was worn down to its basal state). Interestingly, some underlying details of the design have imprinted on the copper foil. Honestly, I'd probably save this coin just for the novelty (knowing that it is just worth face value).

I've been saving "Educational" coins in flips because of the novelty of some of them. No extra value, just the curiosity factor.

Amazing what a dryer can do to a coin!
The 4th pic down on the left looks like that happened.
So basically it never lost the metal, the edge must have started to roll its towards the center like in that picture above (4 pics down on left).
I searched on how coins were made before coming here, and they are all made from blanks which didn't make sense on how this coin looked like.
