Yes, I believe so. There are only a handful of high grade 1940 NF cents about and most of the ones I have seen have a similar appearance to yours and mine.
Makes me wonder if the surviving high grade 1940's were part of the same hoard and the toning was caused by how they were stored for many years.

Rob, I have no idea I bought it with some others some time ago. does it qualify as a DD? would you experts attempt to grade it?

IMHO, the so-called 1940 RE is actually Machine Doubling. (I know others have different opinions on that). As MD, the amount of offset varies. Yours has some offset on all four digits of the date. I would guess yours could go either way at a TPG. I won't hijack the thread further by posting mine, but will merely say I have seen others with much larger offsets on the dates and legends.
