I don't normally recommend cleaning up a coin, but in this case, I would make an exception. Then see if the coin splits in half, ie like a Magician's coin.

When opening magicians coins, I've heard of placing the coin into a glass, and moving it side by side tapping the sides of the glass, can open these.

Spence, There are old grills in the park. So there is a very good chance this coin was tossed in the hot charcoals and then discarded. I learn how to photograph the coin against a mirror to shows both sides and will post it.

Blind Squirrel, Do you think I have a Magician's coin? If not, what would be the purpose of the experiment suggested to see if it splits? Just curious.

Looks like a "magician" coin to me. It appears that there are seems running along the inside rim area. Additionally, there aren't any 1981 quarters that have a rotated reverse, at least not listed in my database.

A Magicians coin might also explain the lack of any bubble on the obverse of the coin. That's a pretty severe blister in a concave hole on the reverse for it to not show up on the obverse of a regular coin.

You might want to look at youtube and search coins with hidden chambers. People come up with some crazy ideas. Happy hunting.

So either a Magician's coin or a coin with a hidden chamber! I really appreciate your time to reply. I really do. Is there a possibility of this coin being a rotated die error coin? I perceive some resistance to consider that possibility. However, I don't know anything about error coins and that is the reason I posted it in this forum. So somebody decided to pick a random 1981 quarter to make a magician coin or a hidden chamber? I don't know!!

Welcome to CCF Cyber! Thank you everyone for assisting my friend. I sent him to you in hopes of finding answers. I'm quite surprised to find the rotated coin is of no value due to possible melting or even the thought of depressing the bubble amazes me. I have not found any indication of a Magician's coin either, despite the inner rim on the reverse. Thank you again.

If the coin was altered, it may have been an attempt to make it look like a mint error with it rotated.
