It appears there are bits of copper color showing through where the plating has flaked/corroded away. Weight will confirm (about 3.1 grams for normal 95% copper cent, 2.7 grams for zinc-plated steel cent), but pretty definite it's just a plated copper cent.

I know it is in bad condition but it weighs the proper weight and it jumps to a magnet. and since only 12 known wouldn't that make it valuable? O and hey, Thanks for the welcome to the site. Happy to be here for my questions because you guyzzz rock.

The problem is that the Chinese have been making a lot of these as fakes for a number of years...I own one I bought when researching fakes.
I don't doubt one could be bought right now online at the right (wrong?)place. Take a fake, weather it like this, and its sure to raise some eyebrows.
While obviously I cannot say with 100% certainty yours is a Chinese fake that has been weathered, this is almost assuredly what you have.

I would also lean towards fake. Date does not look correct, the 4's especially look off, and appear to differ in size from one another.

Maybe a soak in 100% pure acetone might help,do not use standard nail polish remover. John1

What would the recourse be to verify if the cent were real beside TPG?

I'm on the fence about this one. I have compared it extensively to PCGS examples on Photograde. One thing that appears to be legit in my opinion is the positioning of the date in relation to LIBERTY. Most all counterfeits I have seen are easily discernible when comparing how the date and LIBERTY align with one another. Fakes usually have a certain and noticeable 'slant' of the date and in relation to LIBERTY. Real examples exhibit almost perfectly "parallel" devices, in respect to these two devices, on the obverse. The OP's coin looks pretty darn close when viewed from the side, on a longitudinal plane, in which to see this orientation I'm talking about. However, the reverse may be suspect but then again it has heavy ED. I'm not seeing any resemblance of the last S in STATES in the OP's pic. Is there an S there that you can see with coin in hand? Also a bit hard to tell about the motto EPU. Once again, a heavily oxidized coin but all of the devices and element placements appear to be normal (other than the S possibly missing.... which if so is 100% fake). Just my take on this one.
